Definition of Chronic Homelessness
Hi Everyone—
As part of Greater New Haven Opening Doors, the Re-Tooling
the Crisis Response workgroup was asked to discuss the definition of an
“episode” when talking about the definition of Chronic Homelessness. As
you know the current definition is an “unaccompanied
homeless individual with a disabling condition who has either been continuously
homeless for one (1) year or more OR has had at least four (4) episodes
of homelessness in the past three (3) years. To be considered chronically
homeless a person must have been on the streets or in an emergency shelter,
(not in transitional housing) during these episodes of homelessness.” HUD
has indicated that local communities need to define “an episode.”
Because of the rapid pace of the 100-Day Challenge, the
Steering Committee requested more information about the CH definition for the
purposes of the 100 days. A brief survey of housing programs indicated
that episodes were ranging from 1 day, 1 week, 2 weeks, to 2
months. The Greater New Haven Opening Doors Steering Committee
agreed that the community definition of an “episode” would be 2 weeks for
the purpose of the 100-Day campaign. GNHOD is asking that all PSH
programs use the definition of 2 weeks when determining someone’s eligibility
for a program.
However, Kellyann Day (NHHR) & I, Co-Chairs of
Re-Tooling the Crisis Response workgroup, will be asking statewide
organizations to consult with HUD regarding long-term direction about an
episode. Please let me know if you have any questions or concerns.

The Shiloh Manor Senior Apartments in Middletown, CT is now accepting applications for 1 bedroom apartments for senior citizens 62 years and older, or disabled. Rent is low due to Federal Assistance with no resident paying more than 30% of his or her monthly income.

Salvation Army News
Just an FYI, the Salvation Army
addiction services and offender re-entry programs will not be held in
Bridgeport or New Haven beginning 6/16 and all will be redirected to
Hartford. Harry Petty in New Haven will continue to do admission screens,
etc., in New Haven but everyone will be directed to Hartford.

Waitlists Temporarily Suspended for Permanent
Supportive Housing Programs
Accepting the Universal Application
Effective immediately, programs accepting the
Universal Application for Permanent Supportive Housing are temporarily
suspending waitlists.
Greater New Haven Opening Door’s 100-Day Campaign to end
Homelessness in New Haven is in the process of restructuring how homeless
individuals and families are assessed for housing needs and enter into the
community’s permanent supportive housing programs. To better manage the
restructuring process, permanent supportive housing providers are temporarily
not accepting any additional Universal Applications. More
information will be forthcoming as the new system is developed within the 100
days.

Help us end homelessness in our region! Join the 100,000 Homes Campaign! Volunteer!
We
need your help! Greater New Haven Opening Doors is part of a nationwide
campaign, called the 100,000 Homes Campaign (http://100khomes.org/),
to survey homeless individuals and prioritize them for available housing based
on vulnerability. Our goal is to house 75 percent of the region's chronically
homeless population — approximately 107 people — into apartments of their own,
by July 30. To do that we need you help!
